For example, in 2008 Toronto moved up from 7th to 5th and if I remember correctly it cost them two second round picks. That's a pretty significant cost just to turn your 7th pick to a 5th so as you can imagine, moving from 7th to 2nd wouldn't be cheap... Those top two or three picks are extremely valuable.
