"framför" actually means "in front of".

"ceeppare" doesn't mean anything in Swedish at all. So it seem as quite a dumb attempt at translating I'd guess. (Allthough, 'CP'[Each letter pronounced] is used as slang for retard, however, we wouldn't say 'ceeppare', but CPn.)

Ceeppari or seeppari is a Finnish slang word for retard. Edessä means ahead in Finnish. So it would translate to "Retards ahead!" Ceeppare framför is the same in Swedish (which is the other official language in Finland).
