I agree that violence is much worse than nudity. For children anyway (since that's the only people we have to worry about; if you're an adult and you're bothered by violence, nudity, or course language in a movie, you're an ignorant pussy). If a kid sees a pair of tits, what's he going to do? What could that possibly do to a child? I think the only reason nudity is restricted so much is because parents (especially fathers) feel really akward when their child sees or says anything sexual. Violence, however, on someone under the age of 12, can have a negative effect. An argument could be made for coarse language as well, but most kids know about "fuck". I was using "fuck" by grade 2.
