I'd give it a 65-70/100. It's a good album by a band who clearly had a lot of fun in the making. I guess the best way not to be disappointed by a Queensrÿche album is to not expect something for it, that was the case for me with American Soldier and again with DtC and both have been good surprises.
Surely if you're actively looking for ways to not be disappointed by a band's new album, that speaks volumes about the band's current status? It may be that some people are too critical, clinging to their ideals of what a band "should" be, but it's certainly possible to go too far the other way as well, defending something just for the sake of it, whether it deserves it or not. Having said all that, I haven't actually heard this yet, but I really don't want to based on their last couple...and the album cover and song titles fucking stink.
The problem is that too many people are expecting Queensrÿche to be something they're not. They're not a progressive metal band, a heavy metal band, an alternative metal band, a progressive rock band or a new wave metal band (tell me RfO doesn't sound an awful lot like the new wave music that was released at that time!)... They're all of that and probably some other things that I did not think of. IMHO the element of suprise is primordial in how these men lead their career and, oh boy!, have they surprised us!
As far as Queensrÿche will remain doing whatever they want the way they want to do it (aka not like that utter piece of opportunistic crap Mindcrime II was), they'll remain an interesting act despite them losing fans (and not gaining as many) at every twist of their evolution.
