Is it really as bad as people say? of what I've heard (frantic, title track, some kind of monster) I'd give about 30%, because SKOM had one good riff.
There are some good riffs on St. Anger, the problem is every song on the album repeats the same few riffs over and over again for 7-8 minutes each. There's also no solos to break up the monotony, Bob Rock is playing Bass(badly) for some reason, Lars sounds like he's banging on a Trash Can and Water Jugs, and Hetfield is wailing like a wounded cat through the whole thing. For such an accomplished band like Metallica, it truly is an embarrassment.
To sum it up, Metallica was trying to go for a "Jam Session"-style album. Unfortunately, that whole style just doesn't work in metal. It may work in a genre like punk, but in the generally much more complex metal genre, you want some intricacy and thoughtful songwriting. St. Anger has neither. It has several solid guitar riffs (I do like the Invisible Kid riff, for example), but also several boring riffs (there was actually one really cool riff in the "Jump In The Studio" promos that DIDN'T EVEN MAKE IT ONTO THE FINAL ALBUM!!!). And no matter how good a riff may be, you really can only hear it so much in a song before growing tired of it. And Justice For All also had this flaw, but to a far lesser degree than St. Anger.
What Metallica should've done was just forget that whole "jam session" style, take the best riffs from their ACTUAL jam sessions, put a little thought into the songwriting, properly tune the drums, and give the album better production. Then they might've actually had a pretty decent modern metal album.
