It's the very perception that blacks are biologically inferior that was used to justify slavery, and that perception continues to keep them down today--in the sense that the effects can be seen in black culture and in that people still hold these views.
It's not as if slavery was exclusive to blacks. It has been practiced by and on many, many groups throughout history. And it still persists in Africa and other places even today.

And the fact is, the blacks that were taken to the colonies as slaves were by and large already enslaved by conquering tribes in their native Africa.
Jim Crow laws were, to put it mildly, fucked up. But that ended three generations ago, and many many attempts to rectify that have been made: trillions of dollars spent on leg up programs, exclusivity to their own institutions, affirmative action, set asides, scholarships, etc. etc... to what avail? The black community is in worse shape than ever.
The only people perpetuating the past are blacks themselves, to their own detriment.
At what point is it time to move on and take personal control of their lives? Saying that present day America is racist is complete and utter nonsense, and I think that anybody that is honest and has half a brain can see that.
As for intelligence: nobody seems to mention the fact that Asians outscore whites... so how is it biased toward whites?
The differing factor seems to be an emphasis on education, hard work, personal responsibility and self-sacrifice, add to that parental involvement, which is very highly valued in asian culture, and used to be in white european culture (before the infusion of black culture began influencing white youth).
If something is a proven recipe for success and something else continues to result in failure, which formula should one use?
