This tactic has been used for years in the United States Congress. A small group of senators will attach a special interest clause onto a piece of legislation, thus making it difficult for anyone to oppose the legislation as a whole. In this case, if someone were to vote against this bill were, supporters of the "internet harassment" clause would cry out, "How can you vote against a bill that protects women against violence?!"

I've heard of senators trying to sneak funding for garbage like their states' "peanut appreciation festival" into something like a domestic security bill. So, if anyone votes aginst the bill due to the funding for the peanut appreciation festival, they will be publicly blasted for voting against domestic security. This is a very corrupt tactic used by politicians who are ALWAYS in some corporation or organization's back pocket.

Of course, the president could declare the "internet annoyance" portion of the bill unconstitutional, which it is. This flies right in the face of the first ammendment. Of course, asking Bush to get something right is a tall order. :roll:
