Well, no-one says Death Metal has to be heavier than Thrash. A lot of Thrash bands are heavier than Death bands - especially the modern wave.
At the expense of probably over-analyzing this, may be the notion that death metal must be faster and more extreme than thrash metal is a misconception. It's not really a written rule, and death metal (contrary to popular belief) isn't necessarily the next step after thrash metal in terms of extremity. Chuck Schuldiner's growls certainly sound less human than Max Calavera's, even on Symbolic and Sound Of Perseverence. Death's guitar riffs also have a less "fun/playful" sound than Sepultura's.
So yeah, I guess I can see where Death would be more of a death metal band than Sepultura. Despite not being as fast or as brutal.
