But there is a fundamental difference between the Irish and Chinese immigrations and the Hispancization of the Southwest USA. Mexican immigrants share a massive contiguous border with their home country; thus they do not assimilate like the immigrant waves of the past where a couple generations in the immigrants would have forgotten their old tongue.
The Mexicans in the Southwest (and the Hispanics in Miami, Florida) are involved in a long and spreading process of eroding English language dominance, which I don't see being arrested anytime soon, if ever. It is quite possible for gradually growing border communities to feature Hispanics who live their whole in Spanish-speaking communities and never learn English. However, your point about power relations is still noted: I don't see the necessity to learn English in order to make a good living in the USA changing anytime soon, either.
