I really don't get it.
Most of the time, me neither, but I like elements of it in more conventional play. I know Rio had played this style, he says fans like the spontanity. I kinda agree with that in the case of Cheval De Frise, but most of Derek Bailey's songs are kinda over my head as well.
I like a group of people making a massive, spontaneous noise because the energy it creates can be quite amazing, especially if seen live, although it does tend to be more fun for the player than the listener. Normally if the impro is more pensive or mellow then it doesnt hold quite the same attraction for me.
I really do like this Cheval de Frises track, however. Didn't really feel there were any significant musical errors, the jarring alterations in time feel etc worked for me. It's supposed to make you listen and go "hmm what are they doing". This is one of the few free impro tracks I would just listen to for enjoyment. That said, it doesn't sound entirely "free" to me. There seem to be moments where it is preplanned- even if it just saying something like "after a certain amount of time we're going to bring it right down, then I'll come in with a different groove".
